Straying away from politics and into the world of graffiti art, there is a story by CNN's Dan Rivers on the BNE phenomenon. Dan tours around Bangkok showing the various targets the artist, or vandal, has recently tagged. The piece also interviews several foreigners, asking them what BNE stands for--the young European backpacker is quite a trip.
After a few Google searches, it looks like the BNE story has been ongoing for several years. ABC News and Japanese TV have stories dating back to September 2006 (see below). There are also comments on blogs from people in Bangkok dating back several years.

Recently I started seeing BNE stickers in Singapore as well.
